If you read this issue’s Kupkake’s Korner,
you’ll know that David Kupler (Y74) has received a PCN for doing
a U-turn in Southampton Row and that he is fighting it following
Camden Council’s refusal to back down. David has now appealed
and we publish his letter of Appeal below. David never gives up
when wronged, just as he showed after getting a ticket for
transgressing the Upper Street bus lane (see May 2003
Call Sign). David told Call Sign: "A driver approaching in a northerly direction from Kingsway would not see the sign until directly in front of it and any driver turning left into Southampton way from Bloomsbury Square, as I did on that occasion, wouldn’t see the sign either!" On the evening of the alleged contravention, David had turned left (northbound) from the Bloomsbury square/Vernon’s place side of Bloomsbury way into Southampton Row and was then hailed by a passenger who wanted to travel east. "I executed my U-turn, which was actually ahead of the road markings which follow the island and proceeded to do my job. My argument is that the ‘no U-turn’ sign can only apply to vehicles travelling north in Southampton Row who cross the junction and wish to turn right towards Theobalds Road, despite the no right turn sign which is clearly displayed. Kupkake after winning his appeal against his Upper street bus lane PCN Licensed Taxis all over London. The conditions of fitness state that without the turning circle that enables a Taxi to make a quick and speedy change of direction, vehicles will not be granted a licence to ply for hire in London. Why should passengers have to pay an excessive fare because of Camden Council’s greed?" Call Sign has also heard from Paul Tully (Y40) who received a PCN for the same offence. He also wrote to Camden Council and not only has his PCN been cancelled, but Camden have acknowledged that the points Paul has raised have been noted and passed onto the relevant departments. Paul’s points are similar to David’s in that they say the sign’s are difficult to spot – especially if behind a bus.
